Project & Contract Profile

Define ownership, construction period, and operating term.

End-of-Contract Economics

All amounts in IDR billion, recognized at the end of the final operating year. Enter zero if not applicable. Values are pre-tax assumptions.

Proceeds from residual asset ownership or sale.
Payment received on handover, if contractually agreed.
Final-year rehabilitation or handback expense.
Net terminal cash flow = applicable residual value or transfer compensation − handback cost. Tax on disposal proceeds is not separately modeled.
Starts after COD; excludes construction.

Volume & Sales

Distinguish actual treated water from contractually billable volume.

Water actually produced / sold.
0 = no contractual minimum.
Contractual volume × collection factor.
—

Investment & Investor Allocation

Unlevered calculation. Investor cash flow share may differ from funding share.

Operating Costs & Depreciation

Variable treatment costs follow actual physical volume, not minimum contracted volume.

The model assumes all CAPEX is paid at T0, with no revenue during construction. Actual EPC milestone payments may differ.

Project IRR sensitivity

Adjust selling price and utilization to assess projection resilience. All example parameters are illustrative.

Columns show actual utilization, not take-or-pay volume. Below the take-or-pay yearsreshold, revenue may remain unchanged if the contractual minimum is collected, while variable OPEX still changes.

Scenario stress test

Break-even tariff

Target tariff is solved from investor NPV at the target IRR; it is not a market survey or a guarantee of customer willingness to pay.

Understanding the results

Commonly confused investment metrics.

Project IRR vs Investor IRR

The public simulation assumes 100% equity funding. Project and investor IRR are equal when all project cash flows accrue to the investor.

NPV and target IRR

Project NPV uses the entered WACC / discount rate. Investor NPV at the target IRR is used by the calculator to find the minimum tariff. A positive NPV at the discount rate means the project’s present value exceeds its initial investment under the stated assumptions.

Payback

Payback is measured from CAPEX funding at T0 until cumulative investor cash flow turns positive, interpolating annual cash flows. It is not discounted payback and does not represent total contract profitability.

BOO vs BOT

BOT assumes asset transfer at contract expiry, so terminal value is set to zero. Under BOO, assets remain owned and a terminal realization value may be entered, subject to market, contract, and technical validation.

Scope & Exclusions

Do not use this model as a final investment memorandum without further verification.

  • Excludes debt, interest, DSCR, refinancing, interest tax effects, and repayment schedules.
  • All CAPEX is assumed paid at funding year T0; construction delays the first operating year.
  • Straight-line depreciation applies to the specified CAPEX portion; tax losses are not carried forward.
  • Overhauls are deducted as post-tax cash outflows without adding depreciable assets.
  • Take-or-pay billing applies the contractual minimum and collection factor; raw-water purchase commitments and minimum production costs are not separately modeled.
  • FX uses assumed annual IDR depreciation; FX-linked tariffs activate only after the yearsreshold relative to the base exchange rate is exceeded.
  • Land, major intakes, distribution networks, VAT, permits, construction cost escalation, raw-water security, working capital, and residual values must be included in CAPEX or assessed separately.
